The City of Lancaster values your voice, and it is important to us that we strive to promote public transparency, involvement and accessibility.  We encourage public participation in our meetings. Use this page to register to speak at upcoming City Council meetings. Select an agenda item or choose general (non-agendized) public comment.

Participate in a City Council Meeting by Phone

If you would like to provide public comment remotely during a Lancaster City Council meeting, please complete the registration form below. Once registered, you will be added to the speaker list and called when the agenda item you selected is considered by the Council.

How to Request to Speak

1. Click the Register button for the upcoming City Council meeting.
2. Complete the Speaker Registration Form.
3. Select the agenda item you wish to speak on, or choose Non-Agenda Public Comment.
4. Submit your registration.
5. Using the phone number and Meeting Code provided, call into the meeting and join the speaker queue.

Once you have joined the call, you will be placed on the speaker waitlist for your selected item.

Important Information

• If you provide an email address during registration, a confirmation email containing the meeting phone number and Meeting Code will be sent to you.
• The phone number you enter on the registration form must match the phone number you use to call into the meeting. If the numbers do not match, you may not appear in the speaker queue.
• If you wish to speak on multiple agenda items, you may remain connected to the meeting. There is no need to hang up and dial back in.
• Speakers attending in person will be called first. After all in-person speakers have spoken, phone participants will be unmuted and invited to speak in the order they registered.

Joining the Meeting

• You may call into the meeting at any time before your item is heard. Once connected, you will be able to listen to the meeting live as it progresses.

• Please pay close attention to the agenda and meeting proceedings. You will not receive an advanced automated notification that your item is about to be called.

When It Is Your Turn to Speak

• When your name is called, you will be notified and your phone line will be unmuted. You will then be invited to provide public comment.

• Please be ready to speak when called. If there is no response after approximately 15 seconds, the City Clerk will move to the next speaker.
